Ease of Doing Business in the Municipality of Solano, Nueva Vizcaya: Perspectives of Large Enterprises

This research assesses large enterprises' views on the implementation of Republic Act No. 11032, the 2018 Ease of Doing Business and Efficient Government Service Delivery Act, in the Municipality of Solano, Nueva Vizcaya. The study employs a Quantitative-Descriptive design with qualitative integration to measure the impact of local regulatory reforms on business transactions. The research found a very high overall level of implementation, indicating that the Business One-Stop Shop (BOSS), Standard Turnaround Times (STTs), and the Automated Business Permitting and Licensing System (eBPLS) have been effectively established. However, the descriptive perspectives reveal significant operational difficulties, especially regarding Business One-Stop Shop management and the support provided by personnel in this area. In addition, one finding is that the "Zero-Contact Policy" is highly endangered due to the lack of reliable electronic payment gateways, which makes it necessary for customers to come in person to make payments. Thus, the research shows that even though Solano has a proper regulatory framework, the lack of digital payment options makes it impossible for the municipality to be recognized as a "convenient" place for business. To overcome this barrier, the study proposes installing interoperable digital payment systems and rigorously standardizing internal process management protocols to align local operations with the full intent of national law.
