Abstract
This study addressed the need to modernize barangay record-keeping through digitization and secure access control in the Barangay Local Government Unit of Poblacion South, Solano, Nueva Vizcaya, which relies on physical, paper-based documentation that often becomes disorganized, difficult to preserve, and time-consuming to search, especially when certain records are urgently needed. The Barangay secretary often struggled to find the urgent files needed. Natural disasters and calamities may also affect document preservation over time. To address these issues, the researchers developed eFIND: Electronic Full-text Document Navigation using Tesseract OCR and a Chatbot Navigation system, a web-based system that includes organized record-keeping through cloud storage, a user-friendly interface, and fast full-text search with an integrated chatbot that allows the secretary to find needed files easily. The system was developed and evaluated in accordance with ISO 25010 software quality standards, focusing on functional suitability, performance efficiency, security, reliability, and interaction capability. Its implementation improves operations by giving barangay officials an efficient, reliable tool for managing records and quickly retrieving urgently needed documents.
