The Transition To E-Courts In Nueva Vizcaya: Analysis Of E-Government Service And Organizational Agility

Abstract

This study examines the transition toward electronic courts (E-Courts) in the provincial judicial system of Nueva Vizcaya, Philippines, focusing on the Office of the Clerk of Court and the Provincial Legal Office. The research assesses e-government resource indicators, service adoption, public value effectiveness, and organizational agility in preparation for potential e-court implementation. Utilizing a mixed-method approach, the study employs validated survey instruments, statistical analysis including t-tests and normality testing, and narrative assessment of technical infrastructure. Findings reveal that while employees demonstrate positive perceptions toward e-government adoption (Very Satisfactory ratings across most dimensions including subjective norms, job relevance, output quality, and intention to use), significant infrastructure gaps exist. The intranet system remains undefined, the Continuous Trial Monitoring System is limited to criminal cases only, and the Microsoft Teams platform remains underutilized for actual court proceedings despite being mandated. However, respondents strongly acknowledge the potential public value of e-courts in reducing administrative burden, enhancing user satisfaction, and promoting service inclusivity. The organizational agility analysis identifies opportunities for improvement in customer responsiveness, partnering competency, and operational speed and flexibility. The study concludes that while infrastructure development remains imperative, positive employee attitudes provide a foundation for successful e-court transition. Recommendations include expanding database systems, integrating social media platforms for citizen engagement, conducting cost-benefit analyses, and implementing comprehensive ICT training programs to bridge the digital divide and enhance service delivery efficiency.
