Abstract
Following Executive Order No. 110, which declared a State of National Energy Emergency in the Philippines due to global oil supply disruptions, higher education institutions faced dual burdens of transportation inflation and rolling power blackouts. Anchored in Systemic Crisis Leadership Theory, the Emergency Remote Teaching Framework, and the Community of Inquiry Model, this study evaluated the transition to a Flexible Learning Modality at Aldersgate College Inc. during Academic Year 2025–2026. This study used a mixed-methods descriptive institutional evaluation design, analyzing survey feedback from n = 62 stakeholders (dominated by tertiary students at 90.32%) using frequency and percentage distributions alongside qualitative thematic synthesis. Results demonstrated that the flexible learning shift provided significant financial relief, insulating 79.03% of households from commuting expenses, while flexible policies mitigated operational risks for 83.87% of respondents experiencing power grid disruptions. Academic continuity was highly rated, with 98.39% satisfied with instructional module quality and 96.77% praising faculty leniency regarding deadlines during blackouts. 95.16% rated institutional crisis communication favorably, though minor administrative processing delays occurred. Overall, 96.77% evaluated the emergency response as effective. Strategic recommendations include institutionalizing automatic deadline extensions during blackouts, standardizing a centralized Learning Management System (LMS), deploying low-bandwidth offline materials, and improving campus power-generator redundancy.
