Technology-Enabled Recognition of Prior Learning: Feasibility of an Online Learning Management System for ETEEAP at Pangasinan State University

This study examined the feasibility of developing and utilizing an Online Learning Management System (LMS) for the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) at Pangasinan State University. Specifically, it determined the profile of ETEEAP students, their level of technological literacy, their acceptability of the proposed LMS, the relationship between technological literacy and LMS acceptability, and the perceived challenges and recommendations for implementation. The study employed a descriptive-correlational research design involving 357 ETEEAP students. Data were gathered using a researcher-developed survey questionnaire and analyzed using frequencies, percentages, weighted means, standard deviations, and Pearson product-moment correlations. Results revealed that most respondents were adult learners aged 30–39 years, predominantly employed full-time, and many resided or worked outside Pangasinan or the Philippines. The respondents demonstrated a very high level of technological literacy, with an overall mean of 4.37, and rated the proposed LMS as highly acceptable, with an overall mean of 4.62. A significant positive relationship was found between technological literacy and LMS acceptability (r = 0.639, p < .001). However, limited or unstable internet connection, time constraints, lack of available devices, technical support needs, and data privacy concerns emerged as serious challenges. The study concludes that an LMS for ETEEAP is feasible, provided that it is mobile-friendly, secure, flexible, user-centered, and supported by orientation, technical assistance, and continuous monitoring.
